Budgets
Each year the Town undertakes an extensive budgeting process.
It begins in the fall with each Manager reviewing their department’s operating budgets and determining their basic operational needs for the upcoming year. Special projects are identified, reviewed and if accepted by Council, included in the operational budget. Once the operational budgets have been determined, management reviews the potential capital projects for the upcoming year to determine which projects to recommend to Council.
These draft capital budgets, along with base operational budgets are then reviewed by the Corporate Services Committee and Council for final determination of the year’s budget. These meetings are open to the public. An annual Open House is also held to gather input from the public on the draft budget being proposed.
This process culminates in the creation of the Five-Year Financial Plan and the Tax Rate Bylaws, both of which must be adopted by Council and then submitted to the Ministry of Community and Rural Development by May 15th of each year.
