Short term planning includes developing and managing detailed five-year capital works plans, including grant applications to secure funding from senior governments to provide financial assistance to complete the proposed works.

Staff review known development plans as well as the Town’s own proposed plans to determine appropriate schedules to coordinate the construction works for maximum cost efficiencies with minimum disruption.

The Town’s capital works projects are primarily designed by outside engineering consultants. The consultants for specific work are selected on the basis of invited proposals which are based on detailed terms of reference. The consultant's designs are then subject to a review by the Engineering Department.
